Every time a new supervisor that comes in a department, they want to implement their process. They want to run the shop the way they think it should be running. If most of the workforce disagree, they will just do the new process only when they are being audited. If no one is looking, they will go back to their old ways of doing it. This doesn’t help because the workgroup knows that the company changes/rotate supervisors every two year. It is like a repeated cycle, trying it out just in the meantime.
